The intent of this project is to develop a resource planning guide that can be utilized for the Commonwealth of Massachusetts' Early and Periodic Screening, Diagnosis and Treatment program, (EPSDT*) which is referred to as Project Good Health, (PGH*) in Massachusetts. The review of the literature documents and defines the development of the EPSDT program and outreach philosophies associated with it. In addition, the roles, attitudes and experiences of the outreach worker have been discussed. The results of a survey questionnaire mailed to the 38 PGH specialists has been presented to aid in the development of the outreach planning guide.
