Abstract
Under the legislation of the National Health Planning and Resources Development Act of 1974 (PL93-641), Health Systems Agencies are expected to develop health plans. Upon close observation the absence of and need for, baseline information regarding the dental health status of Massachusetts residents becomes obvious. Program planning for dental programs has been extremely vague in the Health Systems Plans due to the meager amount of data available. Program goals cannot be stated precisely without baseline statistics to project from. Therefore, a data collection methodology has been developed for future implementation. The unique quality and advantage of this method over others lies in the versatility of the information that would be obtained. Collected in a standardized manner, the information may be collated for statewide use as well as studied individually or comparatively by Health System Agency divisions.
