Abstract
The Health Maintenance Organization Act of 1973 set guidelines for federal qualification of HMOs. As of December 1977, only 51 of the 167 existing prepaid medical plans were federally qualified HMOs. This paper examines various demographic factors as possible links to HMO qualification status. Demographic factors considered include: Family income, occupation, educational level, available medical resources, public and private health care expenditures. Utilizing information from the 1970 census tracts, the variables were treated in a multiple regression analysis. Results of the analysis confirmed that there are significant differences in the variables considered in the establishing of qualified and nonquatified HMOs. State-wide and regional analyses were conducted. Regional differences were noted in nonqualified HMO development. This paper elaborates on the variables found to be significant in establishing qualified and non-qualified HMOs and the implications of this for the future.
