Abstract
This study attempts to develop a data gathering device to identify significant characteristics of the elementary school pupil population and school community to provide a basis for evaluating the elementary school. Probably the best known example of an instrument used to evaluate a school has been accomplished in the secondary field. The Cooperative Study of Secondary School Standards was organized in 1933 by representatives appointed by the six regional associations of the United States.
