The perception of quality services in special education for preschool handicapped children: a comparative analysis of involved constituencies

Abstract
This study sought to determine the manner in which quality practices in special education services are determined. To this end, a comprehensive study was made of various constituency groups that are judged to have the most active involvement in the provision of local public school special education programs- school board members in their capacity as policy makers, administrators (principals and special education directors) in their capacity was supervisors of those policies, teachers in their capacity was service delivery personnel and parents in their capacity as consumers.
