Abstract
The invasion of South Korea by the Communists in June of 1950 emphasized to America the need to mobilize in order to discourage aggression.
Since there was no way of determining how long this Communist threat to our way of life would continue, or how critical it might become, our nation found it necessary to plan a mobilization base which would enable it to both erect and maintain a powerful military machine while at the same time maintaining a healthy underlying civilian economy. Essentially, this meant the imposition of a mobilization program upon an economy already operating under normal levels of employment. [TRUNCATED]
