Abstract
The future of Europe is one of differentiated integration, in which the overlapping
participation of a large majority of member-states in the EU’s many policy communities
makes for a soft core EU, as opposed to the often-evoked hard core around the Eurozone.
The paper argues that this multi-clustered Europe is the only possible future, once one
takes stock of the challenges facing the EU from its many crises, its problems of
governance, and the questions raised about its legitimacy against a background of
increasing EU politicization and the rise of populist Euroskepticism.
